Building consent (planning permission) is required in the UK and Ireland in order to be able to build on, or change the use of land. Planning permission is reviewed by local authority planners based on details of the application provided, the application is then reviewed in detail and publicised, giving the opportunity for people to contest if they feel the proposed plan negatively affects them or their property. Following this, the outcome is considered by the planning officer or committee, and either refused, granted or granted with specific conditions. All applications have the right to appeal the decision.
